For a time they were a ".to" site rather than a ".ae" site. .ae is the internet country code for the United Arab Emirates. .to is the country code for Tongo. They can still be reached by their .t0 address http://www.grc.to.
Why Tongo? I suspect the reasons can be found in the reasons for DotTV.
