Why not just fine the landlords?

Cutting the electricity to elevators would put pressure on the landlords through its effect on the tenants.

On a broader point, tenants evidently are not willing to pay for piped natural gas, otherwise the landlords would connect to the network and pass the costs on the tenants. This does not necessarily mean the mandate to connect is inefficient. Everyone may be better off when bottled gas containers are replaced by piped natural gas.

It will be interesting to watch whether tenants with piped gas still opt to use bottled gas. It's conceivable they will -- and that would defeat the safety intent. Would Sharjah then ban the use of canisters?
