It is significant that this is not a government enterprise even though in many parts of the world water and sewage are government owned and managed. Traditionally here the government has provided jobs for its citizens to the point that fewer than 2 percent of private sector jobs today are held by UAE nationals. The government resisted the temptation to play into demands for more government jobs. The government jobs that would have been created will be private sector jobs.
