The mess that is the Iraqi economy is often blamed on a lack of public infrastructure investment. Let's agree that Iraq's infrastructure is holding back its economic recovery. Let's agree that it is underdeveloped due to a history of poor government. Let's not agree that public funding of infrastructure is the only tool. Saddam did not invest in infrastructure (unless you count the oil-for-palaces program), but his policies also did not create a good environment for private investment, whether in infrastructure or otherwise.
