Grudge-free society and terrorism

Lieutenant General Shaikh Saif Bin Zayed Al Nahyan, Minister of Interior: "We believe that a grudge-free society is the most important protection against terror, and that increasing public participation forms an additional organisational frame to measure the public's content on what we do, but it does not replace the traditional frames of dialogue, which proved their success over many years."
