I won't pretend to understand the pharmaceutical market in the UAE, but it is hard to imagine why one country would be higher-priced than another. Somewhere there lurks the hand of government propping up prices in the UAE or holding them down in other countries, or both.

Follow the money: who has an interest in high prices, and is that interest for profit or to discourage the use of phrarmaceuticals? I don't know, but it is an interesting question. Of course it could be that the UAE is allowing prices to reach market levels and other countries are subsidizing.
