State considers California mileage tax - Yahoo! News

The state would keep track of mileage with global positioning satellites and sensors on cars.

The loooooooooooong arm of the law.

The state gas tax is 18 cents per gallon. In 2001, voters approved Proposition 42, which directed the gas tax be used for transportation projects.

But because the state has been in a financial crunch, lawmakers, including Schwarzenegger, have been taking that money and using it elsewhere in the budget.

Fuel-efficient cars, including hybrids, can also be blamed for aggravating the problem. Drivers need less gas, therefore the state is collecting less in gas taxes.
I find this amusing.

I see California’s highway congestion as a tragedy of the commons (see below), where individual interests (getting somewhere fast) are in conflict with the common good (public highways). Some kind of highway usage tax can be good policy.

I also view global warming as a tragedy of the commons, where individual interests (getting somewhere fast) are in conflict with the common good (the atmosphere). A fuel tax to discourage carbon emissions can help.

Since drivers have begun to separate driving from fuel emission when getting somewhere fast. Tax policy must separate the issues, if it is to be part of the solution.

This issue may be a family obsession.
