Surprise visit rumour keeps Education Ministry staff working - Khaleej Times

The rumour has helped reveal the fact that the official timings of the Ministry of Education is from 7.30am to 2.30pm, whereas the employees used to finish their work by 2pm.

Random sampling is one way to monitor employee effort. Has employee effort fallen short in the past, and, if so, why was that allowed? I wonder if employees are getting to work on time and whether starting a rumor of an early morning visit by the Minister of Education would also be worthwhile.
